The Angolan Institute of Games Supervision (ISJ) has initiated a month-long transition period for issuing preliminary permits to internet operators. The solution was introduced due to the implementation of new relevant legislation.
This initiative aims to maintain industry stability. Another important goal is ensuring the legal activities of businesses until the constant gambling licensing system is rolled out.
Application Procedure and Temporary Certificates
A centralised digital platform will be used for engaging with market representatives. Operators have 30 working days to send their requests for preliminary permits starting from July 1st, 2026.
Companies that do not meet the requirements for the transition period will have to wait for an open auction. There is no information yet on the limit on the number of participants. The tender is tentatively scheduled for the 4th quarter of the year.
All previously eligible brands with expired documents have been granted the right to a temporary extension of their operations. This measure is intended to stabilise the market during the period of ongoing modifications.
Central Changes for Industry Participants
The Gaming Activity Law adopted at the end of 2024 delivered large-scale adjustments to the sphere’s structure and the rules governing gambling companies within the country. One of the key provisions was the strengthening of government oversight in the AML and consumer protection areas.
Other noticeable changes are as follows:
- The licence validity period has been extended to 10 years. This choice promises to reduce the administrative burden and enhance the attractiveness of long-term fund investment.
- Niche analytics suggest the price of iGaming permits may vary from $7,000 to $14,000. Meanwhile, fees for land-based entertainment establishments are expected to be around $20,000.
- Additional financial guarantees from applicants will serve as evidence of their seriousness of intent and ability to cover commercial expenses. The operator’s available assets must reach $50,000 to $400,000, depending on the type of activity.
