Armenia’s Legislative Assembly has adopted a series of measures to accelerate the creation of an ombudsman, a unified oversight entity for digital gaming, and to strengthen player protection. The proposed amendments are intended to facilitate the implementation of reforms initiated in 2024.

Rafael Gevorgyan, a member of the State Revenue Committee, introduced the initiative. The bill aims to eliminate gaps and legal loopholes identified after the entry into force of the Law on the Regulation of Gambling Activities on June 12th, 2024.
The amendment has sparked widespread public outcry because it alters essential provisions of the country’s Civil Procedure. The document effectively limits courts' ability to suspend or slow gaming reforms.

To improve customer safety, Armenian lawmakers hope to establish more effective controls and reduce the incidence of critical addiction. Ideally, the amendments require operators to identify any abnormal activity before it causes real harm to customers.
