Since the beginning of July 2025, new tax rules have been applied in Armenia for the online casino and betting sectors. The framework specifies a fixed fee for all gambling verticals, which is 10% of the turnover.
Key Information About the Reform
The author of the initiative is Hayk Sargsyan, a representative of the Civil Contract faction, which is part of the ruling majority. In his opinion, the current tax model does not align with the scale of income in the Armenian iGaming segment and requires adjustment.
The MP noted that from 2010 to 2023, the volume of bets in the country had grown over 440 times, and the total turnover of the industry had exceeded AMD 6.3 trillion (approximately $15 billion). At the same time, niche charges have increased only 26-fold. This situation clearly indicates an imbalance in the current fiscal model.
New Requirements for Operators
Since April 2025, additional licence fees have been applied in the state. These standards do not apply to all market participants, but only to large operators whose income exceeds the established thresholds:
- online casinos with the turnover of over $250 million;
- bookmakers with earnings surpassing $125 million.
After reaching the specified limits, companies are required to make extra payments to the budget:
- $890,000 for iGaming operators;
- $250,000 for sports betting suppliers.
The system is progressive and assumes an annual rise in deductions. The primary objectives of the reform are to increase the volume of fiscal revenues and generate at least $32 million in additional budget contributions annually.
According to Mr Sargsyan, the goal of the new system goes beyond purely financial concerns. He believes that these measures are important for ensuring moral and economic stability in the state.
Other proposals include introducing restrictions on access to gambling services for specific groups of citizens, such as vulnerable individuals and government representatives.
Operators' Concerns and Authorities' Forecasts
Participants in the local gaming scene fear that an increase in the tax burden on niche companies could lead to several negative consequences simultaneously.
The risks comprise the following:
- churn of foreign and local investors from the market;
- displacing legal suppliers with shadow platforms;
- increase in the number of offshore brands.
Armenia’s Ministry of Finance also opposed the initial reform and managed to soften the initiative significantly. Along with rising taxes, a decision was made on quotas for small business licensees.
The next key stage will be the establishment of an independent regulatory body that provides comprehensive oversight of the industry. If the creation of a single control structure is delayed, the fiscal burden on operators could increase by over 5 times by 2028.
