The Ukrainian regulator PlayCity has launched a pilot version of the State Online Monitoring System (DSOM) and has already added 11 operators to the registry. This way, the agency aims to create the most transparent and secure environment for the legal industry’s development.

According to the regulator, the system is capable of processing up to 10,000 requests per second, assigning each a unique identification number. At the same time, DSOM does not store personal data — it only processes general statistics.
One of the registry’s main goals is to gather comprehensive, up-to-date information about the market, its weaknesses, risks, and potential areas for further growth. The State Tax Service will have access to these records. Diversifying responsibilities will help more accurately calculate GGR from the gambling business and offer a relevant fiscal rate.
An interesting technical aspect of the platform is its ability to ensure data integrity. Essentially, all the logs are structured across 2 working interfaces. Regulatory bodies will use an internal administration version, while operators can leverage the external one (access is granted after purchasing a Ukrainian licence).
In parallel with the launch of DSOM, the PlayCity agency has taken several strong actions against unlawful brands and individuals. These initiatives aim to streamline the development of registered wagering platforms, increasing their competitiveness.
