The Ukrainian regulator PlayCity has launched a pilot version of the State Online Monitoring System (DSOM) and has already added 11 operators to the registry. This way, the agency aims to create the most transparent and secure environment for the legal industry’s development.
Role of the Centralised Tracking Platform
The solution was designed to trace and record all key activities across gaming projects in the country.
The program collects data on:
- refunds and cancelled financial transfers;
- bet volumes and frequency;
- payouts, etc.
According to the regulator, the system is capable of processing up to 10,000 requests per second, assigning each a unique identification number. At the same time, DSOM does not store personal data — it only processes general statistics.
One of the registry’s main goals is to gather comprehensive, up-to-date information about the market, its weaknesses, risks, and potential areas for further growth. The State Tax Service will have access to these records. Diversifying responsibilities will help more accurately calculate GGR from the gambling business and offer a relevant fiscal rate.
An interesting technical aspect of the platform is its ability to ensure data integrity. Essentially, all the logs are structured across 2 working interfaces. Regulatory bodies will use an internal administration version, while operators can leverage the external one (access is granted after purchasing a Ukrainian licence).
Measures to Combat the Shadow Sector
In parallel with the launch of DSOM, the PlayCity agency has taken several strong actions against unlawful brands and individuals. These initiatives aim to streamline the development of registered wagering platforms, increasing their competitiveness.
To date, the authority has announced:
- penalties totalling UAH 946 million for entities without a licence;
- the blocking of 42 social media pages for illicit gambling marketing;
- the detection of about 300 uncertified websites and reporting to NCEC;
- a UAH 5.2 million fine for FC Shakhtar for ads featuring people under 21.
Trends and Prospects of Ukraine’s Gaming Industry
The local sphere was legalised in 2020. Initially, the KRAIL agency handled all regulatory activities, but it was dissolved in April 2024.
PlayCity is a partially autonomous government body operating under the auspices of the country’s Ministry of Digital Transformation. The new structure has already proven its effectiveness on numerous occasions.
In April 2026 alone, the authority issued 136 new licences:
- 1 permit for an online casino — UAH 33 million;
- 2 certifications for B2B suppliers — UAH 1 million;
- 133 documents for gaming equipment — UAH 19 million.
The regulator continues to take all necessary measures to strengthen market oversight and bring operations up to international standards as quickly as possible. At the same time, the organisation initiated a large-scale study on how gambling affects the population. A full report is expected to be published by August 2026.
