Dutch Regulator Tightens Supervision of Gambling Operators

The Dutch Gambling Authority, Kansspelautoriteit (KSA), has announced a new initiative to supervise the organisation and distribution of remote gaming services. The regulator will focus on all licensees operating in the country and included in the Control Database.

The KSA follows the unified Gambling Act (Wok) and related documents in its responsibilities and rights. The Netherlands has strict rules for all segments of the entertainment market, from classic tables and slots to online betting. One of the mandatory requirements is to enter business information into the central database.

Maintaining important details in the system in an improper form or failing to update it in a timely manner is considered a legal cause for fines or temporary revocation of the gaming licence.

The regulator stresses the mandatory features of the entered data:

  • accuracy;
  • verifiability;
  • completeness.

The initiative has already proven its effectiveness and has been successfully adopted by other countries. A similar framework for regulating the market has recently been launched in Ireland. In early July 2025, the state signed an MoU with Gibraltar.

The main objectives of the agreement are:

  • implementing single cross-border industry supervision;
  • ensuring clear licensing standards for the entire trade zone;
  • exchanging expertise and tools for even more effective operation.

Consequences of Increased Control

The Dutch authority conducted a series of automated checks. As a result, one or several inconsistencies were identified in the activities of every permit holder. The KSA states that the violations detected must be immediately corrected. Niche brands have time until the next quarter, after which more in-depth monitoring will be carried out.

Even before the initiative was officially implemented, the regulator issued several warnings.

The following companies were subject to increased control by the body:

  • TonyBet for offering prohibited football staking categories;
  • Starcasino for discrepancies on wagering requirements;
  • Zebet for issues with the withdrawal of user funds.
