The Brazilian iGaming market officially launched on January 1st, 2025. The land-based sector remains unregulated, but the government is actively discussing the prospects of its legalisation.

Although the document already includes provisions for legalisation, their implementation has been repeatedly delayed. The Senate’s vote on gaming hall construction has been delayed several times, including the cancellation of the July session.
Mr Abreu expresses hope that consideration of the initiative will resume soon. He believes that this issue is an economic and social agenda, not simply the creation of new leisure centres. The goal is to shape a new business environment, providing over a million jobs for citizens. Tax revenues will be used for social programs, including healthcare and public safety.

One of the key benefits of legalising the land-based segment will be the strengthening of the local travel-related infrastructure. In 2023, 6 million sightseers visited the state. Meanwhile, the Dominican Republic welcomed approximately 10 million, despite being approximately 175 times smaller than Brazil.

The state and citizens receive no tax revenue from this industry, and the lack of regulation deprives the population of essential protection.
