Lithuania’s Gaming Control Authority has published its financial report for H1 2025. The document notes that the country’s gambling sphere generated GGR of €131.5 million in the period from January to June, 13.4% more than last year.

Casino Vertical
Online operations demonstrated the fastest growth. The total revenue of digital platforms (both gaming and wagering) exceeded €96 million. Most of this amount came from internet slots.
Web GGR results were as follows:
- Category A reel titles (without a fixed prize limit) — €64 million, 20.4% more than last year.
- Category B content (with restrictions on bets and payouts) — €1.2 million, a drop of 34% YoY.
- Table simulators — €9.2 million, 36.4% higher than for the same reporting period in 2024.
Land-based casinos showed more modest results: in the first 6 months of 2025, slots of Categories A and B produced €8.1 million (up 2.5%) and €14.8 million (up 2.8%), respectively. Meanwhile, table games dropped 5% to €7.6 million. Despite a rather small rise in percentages, it still signifies the revival of the ground niche after a long stagnation.
Bookmaker Business
Online betting platforms grew their earnings by 10.5% YoY. The overall volume of the digital wagering market for the 1st half of 2025 was €21.3 million.
The land-based sector also experienced changes in its revenue figures. Profits were up 11.6%, reaching €4.8 million. Nevertheless, handle fell. At the same time, the regulator’s report revealed a decrease in the total number of certified operators in the country. As of July 2025, only 9 brands were represented in Lithuania.
Lottery Segment
Despite competition from online casinos and bookmakers, the national prize-draw business continues to hold its ground and demonstrate steady growth. In H1 2025, the vertical’s revenue totalled €36.7 million, representing a 10.6% rise from 2024.
Ticket sales boosted by 8.2% to €54.5 million, while turnover climbed 14.1% to €80.8 million. The regulator also specified an increase in payments to players: €44.6 million in winnings, a 17.1% uplift, were claimed.
Tax Contributions
The volume of fiscal charges to the state budget for the first 6 months of 2025 was €41.68 million.
The pool consists of:
- €14.71 million — commissions from lottery organisers;
- €26.97 million — fees from casino operators and bookmakers.
New Rules for Advertising Gambling Services
Since July, several legislative restrictions on the promotion of real-money games and bets have taken effect in the country.
The innovations include the following:
- sponsors cannot ask clubs and leagues to wear their logos and names;
- the duration of online, TV, and radio commercials is limited to 15 seconds;
- marketing materials must not contain a direct link to the gambling platform;
- the max airtime for slots is 3 displays from 6 am to 6 pm and 2 from 8 pm to midnight;
- any external advertisements are prohibited, except for the headquarters and land-based halls;
- the minimum age for online clients has been increased to 21 years, with an exception for lotteries.
The regulator implies that the promotion of niche entertainment will be completely banned by 2028.
