The proposal to reform Law No. 1016/1997, which regulates gambling activities in Paraguay, was provisionally approved by the state’s Chamber of Deputies on November 26th. The country’s President also supported the bill.
The Senate plans to consider the document at the beginning of December. The vote is expected to end positively and launch a global transformation of the local gaming segment.
Main Provisions of the Recent Initiative
The proposal stipulates that multiple entertainment verticals, including sports betting, will become available to residents on various platforms. This move will allow the state to eliminate the monopoly in the region and make the market more competitive and attractive to investors.
One of the initiative’s main goals is the maximum liberalisation of the gambling sphere.
The adoption of the bill will contribute to:

Transferring the body from the subordination of Paraguay’s Ministry of Economy to DNIT is envisaged to enlarge revenues to the state budget.
Comments from the Country’s Deputies
In Rocío Abed's opinion, the bill presented by the executive branch of the state is a direct and apparent demand to de-monopolise the gambling sector. According to the MP, the initiative underwent several transformations and adjustments before its final publication. For instance, Social Equity made a few key amendments. According to Adrián «Billy» Vaesken's statement, a similar bill was proposed about a year ago in the interests of the lottery vertical. The deputy noted that the new document presented by the government has the same goal as his previous initiative.
The MP believes the most recent bill will help with the following:

- encouraging healthy market competition;
- benefiting economically Diben and similar bodies.
