PAGCOR, the Philippines' gaming regulator, reported a steady increase in net profit for the initial 9 months of 2025. This result is among the highest for the authority in recent years.
From January to September, the organisation, which is both the supervisor and operator of casinos and lotteries, earned PHP 14.32 billion. Compared to the same period in 2024, the latest figure is 49% up from PHP9.63 billion.
Financial Strengthening Amid Digital Transformation
The regulatory body’s total revenue reached PHP 84.09 billion, a 5.8% YoY rise. The previous sum was PHP79.43 billion. Gaming was still the primary channel of earnings, delivering PHP 75.93 billion. Meanwhile, other services and additional business niches generated PHP 8.16 billion.
PAGCOR’s Chairman and Chief Executive noted that the recent financial results clearly reflect the authority’s effectiveness in management and digital transformation. - PHP 36.06 billion — transferred to the National Government pursuant to Decree No. 1869;
- PHP 11 billion — granted to civic initiatives, including transfers to the President’s Social Fund;
- PHP 3.79 billion — paid under the franchise fee campaign;
- PHP 609.87 million — sent to the state’s Bureau of Internal Revenue as corporate income tax.
Entities receiving PAGCOR’s mandatory contributions:
- Sports Commission — PHP 1.80 billion (8.66% up);
- athletes and coaches — PHP 26.54 million (under an international achievement incentive program);
- Board of Claims — PHP 142.42 million;
- Renewable Energy Trust — PHP 201.47 million;
- municipalities with Casino Filipino's venues — PHP 508.20 million.
Mr Tengco emphasised that each peso the authority earns returns to the community through supporting educational programs, healthcare organisations, disaster relief, and other social initiatives. The primary goal is to preserve and expand this contribution by adopting a responsible approach to industry development.
Central Bank Measures: Impact on Web Revenue
In early 2025, the financial institution mandated that suppliers of e-wallets ban direct links to entertainment platforms. This decision resulted in a significant decline in profits for internet operators. Additionally, PAGCOR’s iGaming revenue fell by up to 49% after the implementation of the initiative.
Despite this obstacle, the regulator maintains its position that sustainable development is only possible with strict but not excessive regulation. The authority continues to support legal income channels and the transparent operation of the industry.
