Ukraine has introduced a State Online Monitoring System that will record every transaction made under a licensed gambling permit. The Cabinet of Ministers confirmed the step on Sunday, August 31, with an approved resolution on state registries that enables full track and trace across the sector. For operators, this creates clearer compliance routes, quicker data checks, and a more predictable regulatory setting.
The platform will back PlayCity, the new national regulator, with real-time oversight of bets, returns, and winnings. It is designed to raise transparency through live verification of operator data that supports enforcement and policy work. On top of that, it will allow PlayCity to publish market volume indicators. Integration will cover land-based and online businesses. A public tender for the build is expected soon despite the ongoing war.

The monitoring roll-out is part of a broader clean-up of the industry. The Cabinet dissolved KRAIL after corruption scandals and allegations of links to Russian interests. In its place, the President authorised PlayCity, which started work on 1 April with a mandate to run state policy for gambling and lotteries in high-risk conditions.
On 8 April, Hennadiy Novikov was named as head of PlayCity. He previously served at KRAIL and has long-standing ties to the Ministry of Digital Transformation. PlayCity reports to Deputy Prime Minister Mykhailo Fedorov and is tasked with raising transparency, protecting users, and rebuilding trust.
The government is preparing further measures that tighten control of the sphere. Plans include a full advertising ban for gambling, a new register for B2B licences, and centralised powers for PlayCity to block illegal sites. Authorities have flagged social risks, noting that Ukrainians are spending approximately UAH 400 million daily on online platforms.
Against this backdrop, operators affected by the conflict urge the state to provide clear and enforceable rules, as investigations by the SBI have led to disputed charges. With suspensions, frozen accounts, and foreign blacklists in play, stakeholders call for a stable rulebook that can support long-term recovery.
