The process of updating Ukraine’s lottery business regulations is entering the next stage. A resolution, reviewed by a government committee on November 14th, has been submitted to the Cabinet of Ministers.
The document will define the requirements for market participants and the tender for licensing. These standards have remained unchanged for over a decade.
Selection Structure and Key Compliance Indicators
According to the state agency PlayCity, the project establishes a clear competitive mechanism. The procedure lasts 60 days, during which a commission verifies niche companies' adherence to specific criteria and assigns points for each parameter.
Mandatory conditions include:
- 3 years of experience on the market as a minimum;
- a network of at least 5,000 distribution points;
- 5,000+ electronic lottery terminals.
Operators that have already launched a mobile app and have a platform with the .ua domain will receive additional benefits. Also, the service length of the CEO (minimum 3 years) and the top manager responsible for tech processes (at least 1 year) will be taken into account.
Financial Parameters and Market Conditions
The size of the authorised capital also influences the final score:
- ₴30−50 million earns 5 additional points;
- ₴50−100 million — 7;
- ₴100+ million — 10.
The cost of the Ukrainian gambling licence for conducting draws is planned to be 28,000 minimum wages, currently ₴224 million (approximately $5.3 million).
As of now, the industry continues to operate under the transitional provisions of the law «On State Lotteries,» adopted in 2012. The existing companies work under old permits and do not pay certification fees into the budget. New conditions were supposed to be approved back in 2013, but the process has been delayed, leaving the sector essentially in limbo.
The upcoming regulation could be an important step toward transparency and stability in the country’s raffle vertical. Niche enterprises would receive clear guidelines for planning infrastructure, investments, and technological solutions.
