The Alberta Gaming, Liquor and Cannabis (AGLC) Commission has published revised guidance and direction on licensing terms for gambling websites and the transition of player accounts.

The authority has set specific deadlines for private platforms that offer services in the grey sector and already accept wagers from the province’s residents. Under the new rules, such projects and their associated brands must apply for a permit and pay the mandatory fees by July 13th, 2026. By this date, processing of unregulated bets has to cease.
The obligations address different activities:
AGLC’s statement clarified that a deferment of up to 3 months may be granted on a case-by-case basis. For this, the operator must present a plan to achieve compliance and demonstrate that it is not possible to meet the requirements more quickly. In such a scenario, the furthest certification deadline is set for October 13th, 2026.
An important nuance is that July 13th is not the official market launch date. The revised guidance states that the Alberta iGaming Corporation will decide when to open the vertical. It is AGLC’s division responsible for signing commercial contracts with operators and overseeing the online segment on behalf of the province.
The Commission warned that failure to comply with established regulations will render products and services ineligible for registration in the region. This notion carries significant legal force and could put noticeable pressure on those engaged in the grey sector.
Over 55 operators have expressed interest in entering Alberta’s digital segment. As of March 17th, 9 brands had already paid all mandatory certification fees. AGLC is also closely monitoring promotional materials and overall market activity. Failure to comply with the regulations could significantly alter the current industry landscape.
For users, the launch means operators must settle or cancel all bets, including futures wagers, prior to the official opening date. Platform owners are responsible for returning funds to customers and explaining in detail the process of closing accounts and transitioning to the new model.
The chosen strategy partially mirrors the framework applied in Ontario in 2022. Alberta’s government has reviewed this experience and found it acceptable.
Spring is the most intensive period of preparation for the local regulator. Specifically, the iGaming Corporation is currently being formed. Only after this stage is completed will the 1st contracts be signed.
