ANJ, France’s gambling authority, has published a report on the local iGaming market for H1 2025. The document notes that the main trends in key industry segments remain unchanged. This peculiarity primarily concerns the growth of online casinos and sportsbooks.
Key Highlights from the Analytics
The gross revenue of the digital entertainment niche increased by 3.5% to €5.7 billion.

- 2022 — €5.1 billion;
- 2023 — €5.3 billion (up 2%);
- 2024 — €5.5 billion (up 4%).
The total profit for H1 2025 was distributed between the iGaming and web betting sectors as €1.4 billion and €960 million, respectively. The number of active customers on gambling platforms reached 4.7 million, a 9% rise from the same indicator last year.
Shifting Focus to Sports Wagering
Bookmakers continue to demonstrate strong growth, despite the absence of major niche events like those seen in 2024. Total market turnover jumped by 15% to a record €6 billion.
Top disciplines among French bettors:
- Football. The sport remains a clear leader in all types of wagering, with a 13% increase in handle.
- Tennis. This sector is showing strong growth of 22% due to the annual Roland Garros tournament.
- Horse racing. The niche’s performance remained unchanged. In the 1st half of the year, its revenue amounted to €174 million.
- Poker. It is the only category to experience a decline. Profits from such platforms fell to €246 million.
The market share of rugby matches and other disciplines was flat YoY as well.
Prospects for France’s iGaming Segment
The local regulator expects positive growth to continue in the 2nd half of 2025. Nevertheless, suppliers and operators are more sceptical due to the new tax reform that came into effect on July 1st. All niche businesses are now subject to a higher GGR charge, increasing the financial burden on online brands to approximately 60%.
A major local brand, La Française des Jeux (FDJ), has already reported a decline in revenue. By the end of the year, the operator expects a €45 million drop in profits. A similar situation has developed in the Netherlands. Local authorities have increased tax pressure on the gaming business, significantly slowing the development of the legal sector and strengthening the position of offshore companies.
