Clear Application Procedure
According to the instructions, licences will be issued in the following stages:
- initial focus on B2C betting approvals, including retail and remote operations;
- follow-up phases introducing B2B permits for service providers, developers, and related firms;
- specific guidance for charities, community organisations, and philanthropic institutions to obtain appropriate certificates.
Online application portals are expected to go live in late 2025, giving candidates time to gather necessary documentation.
To obtain a licence, operators must follow a clear process:
- publicly issue a Notice of Intention at least 28 days before applying;
- submit complete ownership information, including beneficial shareholders;
- provide detailed information on business structure and operations.
The GRAI will assess applications using a risk-based model.
Once approved, there are ongoing obligations:
- notify the Authority of ownership shifts;
- report changes in the company's activities;
- disclose any regulatory status updates.
The GRAI has also issued responses to important questions raised by stakeholders.
These answers address:
- details on licensing fees;
- the duration of certificates;
- eligibility for those based outside Ireland, including within the European Union.
