A public consultation has begun on the Isle of Man as the local authority GSC proposes extensive changes to its regulatory system. The plan introduces ongoing suitability checks, post-licence surrender duties, and unified investigation procedures. These shifts aim to boost operator transparency and deliver a more predictable licensing framework that benefits long-term business planning.
The reform targets six core Acts to align the island’s gambling rules with global expectations ahead of the 2026 Moneyval review. The primary goal is to modernise licensing oversight and streamline the process for existing and future service suppliers.
Upgrades to the Online Gambling Regulation Act 2001 and the Casino Act 1986 would expand the scope of the «fit and proper» assessment, which would become a continual requirement throughout the licence’s lifespan.

This broader test will apply to those in key control or oversight roles, such as owners and executive managers. The GSC also plans to publish detailed instructions on how the test will be applied. Operators will get clearer expectations for corporate governance as a result.
