iGaming Ontario (iGO) has published its annual report on the province’s online gambling sphere. According to the document, the regulated vertical gained record handle results of C$98.3 billion (over US$72 billion), up 26% YoY.

In 2025, licensed operators' non-adjusted GGR surpassed C$4 billion ($2.9 billion), up 34% from 2024.
Digital verticals that contributed the most to the positive trend:
iGO’s figures were calculated before the 20% tax was implemented. Thus, according to the report, the province received approximately C$807 million in fiscal revenue in 2025. After paying mandatory fees, brands' net profits amounted to around C$3.2 billion.
Since the regulated market opened in April 2022, certified platforms' earnings have exceeded C$10 billion. In less than 4 years, this sum has generated approximately C$2.04 billion in tax contributions for the region.
The reporting period was the most successful in the industry’s history, with the top results recorded in December. The total bets amounted to C$9.5 billion, up 21.5% from 2024, while GGR stood at C$425.4 million, up 57.3%.
By the end of 2025, the number of active accounts was 1,267 million, up 24.5% YoY. Average revenue per user also skyrocketed, reaching a record C$334, up 27%.
Over the course of the year, 3 online verticals strengthened in the province, defining the entire market’s structure and dynamics.
Let us inspect these promising sectors in more detail:
The last month of 2025 became the most significant for this segment. Operators processed around C$8.3 billion in bets, accounting for 87% of the total digital volume of C$9.5 billion, setting an industry record.
The online casino share never dropped below 83% throughout the year, peaking at 89% in the summer. This niche was also the main contributor in terms of non-adjusted revenues: in December, it amounted to C$320.5 million, or approximately 75% of the sphere’s overall amount.
The wagering segment remains small but shows steady growth. Usually, the vertical’s monthly handle reaches nearly C$1 billion. Nevertheless, total stakes climbed even more in December, to C$1.09 billion.
The new peak represented 11% of the entire sphere’s volume, though it was 4% lower YoY. By the end of 2025, sports betting wagers exceeded C$12 billion across different athletic disciplines.
In terms of non-adjusted GGR, bookmakers earned a whopping C$102 million in November and C$99.1 million a month later. The latter figure was up 150% YoY, driven by the NFL’s and other renowned events' results.
The vertical continues to work with liquidity limited to Ontario. In December, its handle was C$141 million, while operator revenue stood at C$5.8 million, equivalent to approximately 1.4% of total industry volume.

Currently, 48 certified gambling brands are managing 82 online platforms in the region. The financial results of OLG, Ontario’s lottery corporation, are not included in iGO’s reports.
The most significant transformations of 2025 were the launch of DraftKings' Golden Nugget web casino and the exit of the Betiton, Fitzdares, Magic Red, and Wildz portals. Yet analysts expect the number of operators in the province to reach 50 again soon.
