Uzbekistan’s Cabinet of Ministers revealed the nuances of granting licences for running digital gambling, lottery, and sportsbook projects in the country.
The document with new standards, presented on December 12th, is a result of the President’s April decree aimed at permitting internet RMG activities starting January 1st, 2025.
General Provisions of the Resolution
The state’s National Agency for Prospective Projects will be responsible for issuing certificates to operators running platforms with web casino games, lottery draws, and betting offers.
Essential notions about Uzbekistan’s gambling licences:
- period of validity — 5 years;
- new document cost — 18.75 million soums (almost $ 1,500);
- charges for permit revision and alterations — 9.375 million soums (about $ 730).
Owners of entertainment websites will be allowed to work only under a national domain. The quality of amusement products and their components, including the RNG, must be proved with certificates from institutions and independent laboratories assigned by the NAPP.
The regulatory body has presented budget standards to applicants:
- iGaming and sportsbooks. The authorised capital must be at least 56.25 billion soums (nearly $ 4.4 million). The minimum reserve funds are 28.125 billion soums (approximately $ 2.2 million).
- Lottery draws. The corresponding figures are no less than 20.625 billion soums (about $ 1.6 million) and 15 billion soums (around $ 1.2 million), respectively.
Part of the earnings from selling raffle tickets must be contributed to rewards. For classic sweepstakes, the figure is 50% of the total profits, while e-lotteries must convert 75% of turnover into prizes.
Focus on Customer Protection
The new rules emphasise the importance of legality, transparency, and safety. Only licensed brands will be allowed to enter the market, and gamblers must undergo digital ID verification before starting gaming sessions. Punters will provide photos and information to be checked and referenced against the government’s database.
The authorities require supporting e-transactions and will establish a nationwide register for managing user accounts, restrictions, and money-transfer limitations. Operators are prohibited from serving minors and customer groups having issues with mental health, income, law, etc. For instance, people with court-ordered penalties and signs of ludomania must be kept out of RMG platforms.

The NAPP will also be responsible for monitoring this factor. The agency will especially closely inspect brands from abroad that offer their services to citizens. Entrepreneurs who showcase non-compliance will face severe fines, half of which will be directed to the authority.
The rules will address the procedure for choosing the leadership of gambling businesses. For instance, the regulator will prohibit people who have been previously involved in money-related machinations or other illicit activities from applying for important job positions.
The agency is set to prepare all the necessary documents and form a solid system for issuing licences, tracking niche operations, and managing challenges by January 1st.
