Peru’s government has implemented a Selective Consumption Tax (ISC) imposed on iGaming and sports wagering. The country’s President and Minister of Economy and Finance have already signed the corresponding papers.
The state currently has this fee at a rate of 0.3%. The figure will remain in effect until June 30th, 2025. Later, it will be increased to 1%.
About the New Fiscal Charge
The proposed changes are part of a more extensive program to restructure the gaming market, approved at the end of 2024. The authority has set the global task of growing tax profits from the online casino and sportsbook verticals. The initial project assumed an immediate increase in the rate to 1%, but the idea met significant resistance.
A higher fee requires niche brands to technically adapt their systems, which will take up to 8 months. Industry enterprises also need time to undergo recertification from Mincetur, a local gambling regulator.
These factors served as the basis for changing the government’s strategy from an immediate tariff uplift to a softer, gradual approach. The new rate will apply to all gaming transactions carried out by residents.
The tax will affect financial transfers through any services, including:
- a bank account;
- a physical credit card;
- an Internet Protocol address;
- a Subscriber Identity Module (SIM).
The CEO of Apuesta Total, a popular Peruvian RMG brand, emphasised the challenges that the industry may encounter as a result of implementing new rules too rapidly. In Gonzalo Pérez's opinion, the sector would face a difficult time in this case. So far, market participants have managed to contain the initiative for an immediate rate increase. Now, the expert believes, is the time to focus on changes in the operation of technical bases.
The opposition also called on the authorities to consider the decision’s possible impact on the shadow segment’s growth and the reduction in expected gaming tax revenues.
Other Financial Projects in the State
In parallel with the ISC rate jump, the country’s Congress implemented a 10% GGR fee for digital gambling activities. The initiative came into force on January 1st, 2025.
Another significant change is the increase in the cost of gaming licences. For both new and existing niche brands, the figure has grown to 3 million soles (about $ 800,000). Mincetur’s representatives have assumed a complete range of powers to control financial flows.
